Judge Sylvester Bailey was shown in the 1860 Memphis census as a 60-year old lawyer born in New York. He owned 4 slaves as of the 1850 census. One set of records shows him as born in 1794. At his death in 1864, he had a wife 20 years his junior and seven children. He was among the first lawyers to locate at Memphis and was the first mayor of the newly incorporated South Memphis in 1846.
