The certificate describes a “scuff” on the stamp (part of the POS of POSTAGE cannot be seen). The postmark goes through the area that shows the missing part of the design. Small description accompanies from John Kimbrough that opines “I do not believe that this is a simple surface scuff as described in the certificate. It appears to me to be the result of a random scuff flaw from the printing process itself.” I agree with John and not the PF.
