John Madison Rowan (1830-1919) was a colonel in the 108th Militia Virginia infantry, Confederate States Army, represented Monroe county three times in Virginia legislature and twice in the West Virginia legislature, was speaker of the West Virginia house of delegates in 1887 and elected state treasurer in 1892. Col. Rowan was a lifelong democrat and was the father of Maj. Andrew S. Rowan, who carried McKinley's message to Garcia in the Spanish-American war.
