CSA 7-L, 5¢ blue, two pairs (lower left the FILLED IN FRAME variety) tied double strike of RALEIGH / N.C. // JAN / 15 (?) double-circle cds on legal cover to Confederate Congressman J. G. Ramsay, Richmond, Virginia, with scarce imprint of State of North Carolina, Executive Department (CC type S-NC-01, CV $500) shown in CSA Catalog in black and white, indicating editors had not seen one in recent years. Most of top back flap missing, fold at left for regular-sized cover display. $230.

James Graham Ramsay (1823-1903) was a physician and Confederate congressman. He attended Davidson College, 1823- 1841, Jefferson Medical College (Philadelphia), 1844-1848, and practiced medicine in Iredell and Rowan counties, N.C. He was a Whig state senator, 1856-1864, and served in the Confederate Congress. In the Confederate Congress Ramsay was a member of the committees on the Medical Department and Naval Affairs. He seldom offered legislation of his own, but he voted so consistently to place state and individual rights over the needs of the Confederate war effort that his loyalty was suspect. He opposed higher taxes, extending conscription or limiting exemptions from military service, suspending the writ of habeas corpus, the impressment of farm produce for army use, and all other major administration measures. He worked consistently to force President Jefferson Davis to seek peace terms from the United States, and by April 1865 he favored a state convention to return North Carolina to the Union. After the war, he was active in the state Republican Party and served again in the legislature in 1883. He also farmed on a small scale. President Rutherford B. Hayes offered him a diplomatic post in South America, but he declined the honor. OFF-2 / LEGAL
